6500 MSFC PFC recognizing Flex WAN T1 Card

Having problem getting MSFC to recognize Flex WAN Module T1 cards. All software is above required. Port adapter is PA-MC-8T1 and Flex WAN is WS-X6182-2PA

Already checked Field Notice:
Some MultiChannel T1/E1 Port Adapters on FlexWAN Line Cards May Not Be Recognized. Not the problem.....

Anyone ran into this....
