I would bet on Send All Calls being active. Try status station XXXX and check for SAC Activated?. If it is, then use the FAC to deactivate, as dmoore suggested.

This may sound strange - but are you calling the station to see if there really are rings being played before you hit VM? I'm wondering if the ringer on the actual phone set is dead.....
You can always try removing the station and then re-adding it.

Check the coverage path and make sure ALL? is set to n (no) for both inside and outside. If it is set to y then all calls will automatically cover without ringing the phone.
