When you create a new email, click the 'Delivery Options...' button. On the Basic tab (which I think is the first one you see) there should be a tick labelled 'return receipt'. With this ticked you will get an email when the recipient has read the email, with a note of the date and time it was read.
You can optionally tick the box at the bottom of this window that says 'Save these security options as the default' which will mean you will request a return receipt for every email you send, alternatively you can come into Delivery Options and tick the return receipt box on an individual basis, if you only want a return receipt for certain emails, and not all emails.
If you use Notes to send external email, you will not always get return receipts for external email, because some email programs enable the user to request that return receipts are not returned, and some organisations prevent return receipts from being sent back altogether.
