Is it possible to setup the 5600 series IP phones witout using a VPN?

It is possible but not recommended as you'll need to dig a giant hole in your firewall or put you IPO on a public IP adress.

Not unless you are leaving those phones in the same location as the ip office.

you need a hardware VPN from your remote location to the subnet of the ip office, in order for those phones to talk to the unit.
