I have a collegue in Africa that when I try to respond to his emails I get the error above. My collegue says he can send but not recieve. He is running exchange 5.5. Have checked a couple of mail abuse sites, but did not see his domain/IP address listed. His domain in obd.care.org (212.0.159.62) I must point out that relays its mail through one of our Exchange 5.5 servers here in the US, by design. The server in the US has been configured as suggested in:
