I would like to give the ability to my exchange team to spoof any mailbox in the firm that is having difficulty.

so for example a users complains they cant send mail or there is malicious content that needs to be removed i would either create a new profile with a username or open a new window with the users name...

I have inherited a 5.5 system that im not as familiar with like 2003...please help.

Assign Service Account Admin permissions on the Recipients container to the selected group. Restart your IS service.

what if i create the service account on my server under configuration->servers->exchange server (put it here)

Exchange permissions are inherited through the container structure. The Config container isn't a parent of Recipients, so permissions you put within that part of the tree don't affect the Recipients container. Recipients container is the correct place to grant this permissions, then all the objects under it (ie all the objects in the container) will inherit the permission.

i am now in the recipients container, what about public folder admin rights?

See MS KB article 202265 for how to assign rights at the top of the public folder hierarchy.
