4621 Static overriding DHCP

I have a handfull of IP phones that need to be statically pointed to a particular PBX. I have statically programmed the call server IP to point to the correct IP but DHCP still seems to be over riding that. I have tried putting the STATIC=3 parameter in the DHCP option 242. What am I missing? I don't have this issue with 9600 series IP phones.

The firmware on the 4621 phones is 2.9.1.
 
First, the 46xx phones use option 176, not 242 and I do not believe that the STATIC= command is available on those phones. However, when I have had to statically input setting into a 46xx phone, I have had to manually set every option presented to make sure that the phone(s) keeps those setting. If, for example, I left out the mask the phone would revert to DHCP. Try that and see what happens.
