4602 and 4621 can't clear

I can't get my 4600's to clear. I've tried the following:

Mute craft#
Mute reset#
Mute clear#

Hold craft#
Hold reset#
Hold clear#

Any ideas? My 96xx IP-Phones pull from the same file server and at least Mute craft# works for them.
