First and foremost, you will be going from digital phones to IP phones. The first most important thing will be to do a network assessment to determine what your network will need to support the new IP phones.
Really need to know what equipment you have now and what version to help out more.
Having a 403 you have some things to consider as far as IP phones. The biggest vcm card you can install is a 20 channel. If you have one installed now, you need to take its size into consideration. You have 18 available data channels which only 10 can be used for vmpro and tapi. When you add the additional phones, you will be over half of your extension capacity which is 100. If these phone will be on the same LAN as your 403 and you have an adequate network, you shouldn't have problems with voice quality. Also adding an additional 25 users/phones, check your vm port capacity if they are going to have vm. I would suggest going with 56xx series phones also. These are great phones, users love the displays and functionality. Plus who knows how long the 46xx series phones will be supported in future version upgrades.
What is my limit on phone expansion with what I have? I know I can add 1 more 30 port digital station to reach 90 DS phones. We also have 10 users that have Phone Manager Pro, does this affect anything?
A concern I have is that we have been in contact with multiple companies to develop a call recording solution that interfaces with the CRM system that we currently have. Would this be an issue as we are not using VOIP phones?
Phone manager pro does not affect the number of physical handsets that can be connected to the phone system.
As for the call recording, this depends on how they will do the call recording. To do this will digital station ports i'd say they would have to record across the incoming lines. You would have to ask them what they would prefer to record with, voip, digital stations or lines.
