3640 bri port layer 1 and 2 shows deactivated

Dear Experts ,,,

we just purchase a 3640 router with 4-port BRI ( S/T interfact ) card , we also have a 2522 router with one port BRI card , we have 4 isdn line 3 of then are siemens ,, out region is asia and here we useing the basic-net3 switch type ,, the problem we are facing is when i plugin my bri line in my 3640 router's bri port its layer on and layer 2 not comes up ,, but in the same time when i plug in my same ISDN line into my 2522 router's bri port its working fine and show every thing ok ,, i am giving you the status of both of my routers bri ports ,,,,
