3620 IOS Upgrade

We are receiving the following message after trying to boot to the latest IOS 12.3(15) with IP Plus.

Error : zip decompress failed

invalid compressed data--format violated
uncompression of the image failed



This is our current versions of IOS and ROM. Is there an incompatibility with the the version of ROM and the IOS we are trying to upgrade to?

Have you found an answer to this? I've got 2 IDENTICAL (hardware, memory, etc) 3640's with the exeception of their ROM bootstraps:

ROM: System Bootstrap, Version 11.1(20)AA2
ROM: System Bootstrap, Version 11.1(19)AA

They both have 32MB/128MB

I cannot get the older rom version router to load a 12.3 image. I get this error when I try to force boot with the 12.3(3) image:
