3350 gigabit slot

I have a 3550 cisco switch with 12 gigabit slots. I have this connected to a 2950 with two gigabit slots. I am having trouble turning up the gigabit port with a general "no shut" command. Across this gigabit run, which i lighted and tested good on the fiber, I am running a vlan with a static IP.

My question is:

what is the proper process to turn up the gigabit slot? I tryed conf t --> int gig 0/3 --> no shut. I also assured that the vlan was up and its not showing up at all.

I know this might sound trivial, but did you try rolling the fiber? Can you paste the two configs of the interfaces that you are interconnecting?
 
Thanks rookthis, I have tried flipping cable up and down the line, and i have the cable dawgs gonna scope it for me. the configuration worked prior to another co hort toying with it and now I need to find out how to turn the link up.

In the link is a vlan, gbit card and then the slot/port itself. when I run a show ip int br it comes up down and down, and i cant get the link to come up.
