Apparently 31WS relates to the Agent for Windows. I get an error in my event log everytime I try a backup telling me I have to licence this even though it is not installed!!
I am just like you. It seems that the error pertains to BrightStor ARCserve Backup r11/r11.1 Client Agent for Windows Servers. I have not installed this and it is requesting me for a license code. I have looked at all of the codes that come with the software and there is no license code for this. So maybe it is a bug in the software.
If you are backing up remote servers using a client agent then you will get this warning if the number of client agents licences you have on the host server doesn't match up with the number of remote client agents you are backing up.
