2x3 badge rpt, want to skip the first badge & start with the top right

I have a report laid out for a 2 column, 3 row badge stock. The first row, left column badge is the name badge. The first row, right column is an order summary (I have these setup in the group header #1.) In Group header #2 (second row, left column) I have an "Ad ticket" that everyone gets. Then the details section starts. In here I have all of the ticketed events that they have ordered. The problem is that the second row, right column, is always blank - the tickets don't start until the 3rd row. I'd like them to start in the second row, in the right column.

One solution I thought of was to underlay following section in group header #1. Works as expected and the first ticket prints under the Ad Ticket (ie, one on top of the other). I'm trying to figure out a way to push the tickets over one space or try to add in a fake blank ticket first so there isn't the overlap.

Or whatever solutions makes sense to get into into the first 3 badge spaces and then start the details in the 4th badge space.

Did you create the format manually by using format with multiple columns->format groups with multiple columns? I wonder if you added the details to a GH2_b section and then suppressed the first detail in each group (and detail->suppress blank section), whether this would resolve. I didn't test this though.
