2MB PRI remains in 'starting' mode - no obvious alarms

A network of six option 11c configured in a ring has been reduced to only switches with two point to point links. One of the links was part of the original original ring configuration and is working correctly, the other link is routed over the customers sdh network and does not function correctly (since installation). There is no visible alarms on either of the respective PRI cards, issuing the 'stat ddsl' command shows the card at the B end of the link to listed as 'starting'. Disabling and re-enabling the cards make no difference.
Is anyone aware of the requirements that must be met to allow a PRI to maintain an active state?
Is there more in depth commands that will identify the reason why the card remains in the 'starting' state?

Looks as if your working DPNSS, ideally both ends should be started at the same time and check you have the A and B end set correctely

Yes,

It is DPNSS working, the configuration of the cards have not been changed when they were working in the ring configuration so would expect A and B end to be wrong. I'm a bit rusty on the trunk commands, what command do I use to check the A/B configuration?

post a rdb and trunk.. dis msdl all and enl msdl fdl to reload that card.. stat serv enl serv, service mesgs are just used during startup.

these are 1.4 megabit commands, they should apply to the two meg

DPNSS datablock (DDSL 'Signalling) is defined in LD 74
print both ends if you can, TYPE DDSL, your looking for prompts SIDE BNT 'Slave' or AET 'Master'

You need RDC and VDC Real/Virtual channels/service routes buiilt in LD 14 'Trunk Members'

LD 75 'IDA Trunk Maintenance to bring the DPNSS line into service

.enl DDCS x (Loop)
.enl DDSL x (Dchannel/DCHI)
.strt x (DCHI)

ideally both ends should be started within 5 minutes of each other

I will get the printouts requested however just to clarify the situation; the programming in the two option 11c exchanges has not been changed since the original ring configuration. If I swap the existing point to point link (carried over BT) with the second point to point link (recently installed and carried on customers sdh network) the issue moves to the PRI cards connected to the sdh network (the previously faulty link then functions correctly), this proves to me the fault is the bearer circuit however as I do not know if there is more in depth interrogation I can carry out on the PRI link (with regard to why it remains in 'starting' mode) I am not sure where how to pursue it.
Is the problem the sdh E1 link, it has been provided as framed G.703 ?
