Have a 2600 series router with 64/16 max memory and just tried to load the latest 12.3 image for it. Said it requires 64/16 memory so should be no problem. Erased flash and proceeded to load and received an error stating that I did not have enough memory. Figured out a workaround if anyone else has the same problem.
router#erase /no-squeeze-reserve-space flash:
Then when using tftp to send the ios and asked to erase config[confirm] enter n and skip this step and IOS loads no problem....wierd...but it works.
