2500's router, Flash, ROM upgrade

If the question is really *can I move an installed IOS and config in flash to another 2500 series router*.. yes, you can do that. We do that ahead of time when upgrading multiple routers to a new IOS. Then it's pop the chips and pop in the new ones.. in the right slot 
Just keep with the same platform.. dont make the mistake of trying to put the IOS on the wrong router. For example, the IOS for a 2610 is not the same as a 2620.. two different files.
