It looks like you were attempting to assign a station. The number plan has to be defined in commands ANPD and ASPA. The number you are trying to use is not defined in those two commands.
ANPD defines how many digits are to be used for station numbers, and ASPA defines the number to be used for stations.
List out, LNPD and LSPA.
