2003 Security group permissions not being applied

I am having problems with a previously working Windows 2003 domain.

When I create a new Security group, give it permissions to print, or access a shared drive I get "access denied" messages when a member of that group tries to access the resource.

If I assign the same permissions to a group I created previously then the permissions are effective. If give permissions to the individual people I have in the new group that also works.

Any thoughts or help would be much appreciated.

Are the new groups and the old groups in the same folder?Could the group policy be affecting it?
 
The groups are in the same folder and appear to be identical in everyway to each other,
