2003 Email Distribution Problems

Hi
Have just set up a Windows Server 2003 with Exchange 2003.
The problem I have is that all e-mails that are received on the server are delivered directly to the Administrator's mailbox and are not being distributed to the relevant user's mailbox.
This is the first 2003 Server I have set up (done plenty of 2000 servers in the past), so is there something that I'm missing?
