2 pcs - can share files but not internet connection

I hv 2 pcs (windows xp pro) networked. pc1 is connected to the internet using a broadband modem(USB) and accesses fine. Both pcs can share files OK but pc2 cannot access the internet connection via the first pc. I have tried disabling firewalls, using the network wizard and allowing internet connection on pc1 internet connection settings.

It is driving me nuts!

Any advice?

Have you enabled ICS (internet connection sharing)on the PC with internet access? Does the "slave" pc point to the ICS machine as the gateway?
