I've seen this where the user has clicked an email link in a web page and Outlook has opened a new mail message for the user to use to send to whomever the link was for. After the message is sent Outlook sometimes will show 2 instances still running in memory.
I know of no way to prevent it from happening however a file ->exit (rather than clicking on the X) will close Outlook properly and then when it is reopened there will be only 1 instance of Outlook.
Synching software is installed for Nokia phones, so that may indeed be a possible cause.

I suspect something like this may also be a likely cause.
