2 FTP Questions

Hi, I have a windows 2000 server on which I set up a web-site and a FTP server, the FTP server seems to work really slow (I got a cable connection), I was wodering if there is a setting somewhere that limits the bandwith or anything like that.
My second question is rather funny, how do I create users that will just be able to download stuff from my FTP server?

As you might have guessed I am not a network kind of guy

To set up FTP accounts for known users
Goto Internet Services Manager.
click Default FTP Site.
On the Action menu, click Properties.
On the Security Accounts tab, clear the Allow Anonymous Connections check box.
A warning appears indicating that unencrypted passwords can be transmitted over the network.
Click Yes, and then click Add.
In Name, click one or more user names, and then click Add.
When you finish adding users, click OK.
