2-fold question on forwarding

I setup an outlook client to do the following: Forward messages sent from a dl (dl is comprised of contacts) to a specific public folder. I have a rule setup on the client to perform this task. btw, I have 11 separate rules on the ol client to provide this service to 11 different public folders. It works great for 9 of the 11 public folders. To test one rule that was not working, I added myself to the dl, sent a test message, and it worked perfect.

So any ideas why it's not working for other members of the dl?

And, anyone know of a way to accomplish the same thing exclusively on the server side - w/o an outlook client?
