2.1 long pause when covering to VM over SCN

I have a 4 site IPO installed on 2.1.73. SCN between all sites using G.729a(U-Law) for trunking. Centralized VM at main site. Most phones are TDM.

Everything works well except when calls come into an extension and it then tries to roll to VM coverage after a no answer, there is a 4-5 second pause/dead air that happens before the VM Pro picks up. This experience is universal, not hit or miss.

However, calling the same extension with it on DND or with the phone unplugged, VM pro will pick up immediately.

I have captured in monitor both ends of a call made over the SCN so I can try to determine what causes this. I can see in the time stamps that the pause does in fact occur, but I'm not seeing anything that should be causing it.

Anyone have any ideas on how to get rid of this pause?

i should add that this doesn't happen at the main site where the VM pro is physically located on the same LAN. The pause only occurs to extensions at the remote locations.
