I have a Windows 95 machine that gets an error on boot saying that it doesn't have enough I/O space available. "Error 1802". It was brought in with a new sound card & modem installed.
The message should be taken literally, there is not enough memory to fully install the new devices. You could try removing both devices, and then installing them one-by-one, but likely you will get the same error without more RAM.
