1760 Upgrade IOS doesn't take new IOS

Recently we got a WIC-1DSU-T1-V2. The current configuration is WIC-1DSU-T1-V1 in slot 0, nothing in slot 1, nothing in slot 2 and slot 3 (Voice slots). I added the new WIC-1DSU-T1-V2 in slot 1 and realized that the current IOS on the router(12.2.11.T3) does not support the new WIC. I downloaded and put a newer version of the IOS (12.3.15a) on the router. On the flash, in position 1 there is the old IOS (12.2.11.T3) and in position 2 there is the new IOS (12.3.15a). Set the no system boot, and system boot flash 12.3.15a. write startup-config, then reloaded. Now when the router boots up (with the old WIC in slot 0 and new WIC in slot 1) it decompresses the old image (12.2.11.T3) and loads it. Then it tries to load up 12.3.15a, hangs up for a bit, then it boots up the old IOS (12.2.11.T3). Grr.. Any one have this same problem? I've tried 2 other IOS's thinking maybe it's a version conflict and i've had the same problem. I can't think of anything else to do so any suggestions will be greatly appreciated. ADVthanksANCE!

Hello there, do you have enough main memory to run the newer image? If you do please paste in here the output of the initial booting and the boot statement commands you have in your config... Cheers and good luck
