1720 router IOS flash error

I have a Cisco 1720 router that I messed up when flashing the IOS. Long story short, I tripped over the power plug and unplugged the router in the middle of a TFTP session.

When I boot the router, I get an error message basically says incomplete IOS and is stays there. I know I can fix it if I could boot to rommon, and the only way I can get to there is if I remove the flash card (which does not help my problem).

Now with that said, I know that the boot sequence can be rearranged. My question is can this be done in rommon with the flash card removed? And if so, how do I do it?
 
I found a website that said use the Pause/Break key and it didn't work. I will try the cntl-brk key.

I may also try to change the config-reg to 0x0 in the rommom without the flash card.
 
To get into Rommon go to the following site.
It has instructions for various term emulation programs. If still does not work follow the intructions at the bottom to simulate the break sequence. It works...have used it myself.
