16 bit program in start up

When windows xp starts it now displays a message " not enough memory to start this program, close some programs". The box it's displayed in says it's a 16 bit program, but it doesn't tell you what. It's only recently apeared so it must be something to do with a program I've downloaded which automtically starts. How can I find out what program is causing the problem so I can remove it?

Select Help, Tools, System Config.Util. or run MSCONFIG.
You will probably find the program in the Startup group or in WIN.INI. Untick the corresponding check box.
