Fax Issues

Hello all,
I have been experiencing a issue with on of my remote PBX's which is a option 11c. For whatever reason every fax machine in the building cannot receive and faxes, sending works fine. When trying to send to those fax numbers there is definitely a communication by the sound of the tones. Also some of the users that have not been receiving faxes are get a print out of failed communication. Any help would be great!!
Also I get the following through out the day:
DCH: 5 EST N(R) REC TIME: 9:39:16 5/12/2008
 
I would check for ringing voltage, a simple test is just plugging in an analog set where the fax is and see if it actually rings.

I will try the fax to fax, I was able to receive calls to a analog phone that I plugged in with no issue.
 
Ok fax to fax in the same building works fine. I have no idea what is happening.
 
Check the DSEL on your tie lines it should be 3VCE. We had the same issue until we changed that.

Of course this assumes you are using T1s for the connection.
 
make sure distinctive ring is not on the did route...this would make sense since the internal fax testing works
 
Also, if your incoming T1 is getting errors (Bipolar or los of frames) your inbound FAX's will fail.

Check your incoming T1s.
