100% utilisation on Cisco 837 router

I have a number of ADSL routers on my network, I have been checking through all the configs and have found some routers with 100% utilization, when I dig deeper there are no stats for any of the subsections all appear as 0.

A reload always clears the router but I want to know why this is happening - does anyone have any ideas - don't care how speculative they are
