1.8 stopped pooling license

I have two Metaframe 1.8 servers and have one 50 license pack that was (until today) pooled between the two servers. For some reason it stopped pooling and running into client connectivity issues when clients try to connect to the second server where the license are suppose to be pooled to.

I have stopped and restarted the ICA Browser service and still have the problem.

any suggestions on what i can do to fix this??
