I got this exact same message when I tried to do a Save for Web in Photoshop 7, but this fixed it:
Close all Adobe programs then click Start, Run, and type in regedit and click OK.
Navigate to HKEY_CURRENT_USER\Software\Adobe and then delete the folder called Save for Web 3.0

For all those with this same problem, keepsmilin456 never emailed me the file, but it doesn't matter because YOU DON'T NEED CLEANSWEEP AFTER ALL! It turns out that another tool, MDBVU32.EXE works even better!
