cfblah, Try http://www.e-zonemedia.com/fusetalk/ It's less than $200 US and is highly configurable with an admin section. There's no way you can build a forum like this for less than $200. Takes about 30 minutes to 1 hour to install and configure. Allaire uses this on their site. Enjoy -
