This is somewhat true. The Ip you get for your vpn connection is probably assigned by the vpn server or most like on an address pool. Now depending on the vpn hardware, the network admin can choose to configure authentication via 3rd party like LDAP or TACACS which can give users a static IP.

I've had an experience with the 3005 where the remote ip's network is the same as the host's LAN network. Client vpn didn't work at all. This was before I upgraded to current IOS. It works great now.
