I have a few LIP-8024E phones that outputting "noise" sounds from the speaker during ring mode and during conversations.
I have tried upgrading to version 1.2Ab as suggested by LG support, with partial success (before the upgrade, I could hear the noise during idle mode, too)...
It is an issue of luck. The only thing you can do is not to move the units from the present locations and also not to make any upgrades when power will be back, as the problems may occur while the phone is in reset process or while boot up.
We have same problem with dozens of CP7945. Couldn't find solution for this problem. In our case even the display is off. The green speaker button on and nothing more. Monitoring the line shows nothing, as if no phone is connected.
You may try to repair it. If the main fuse is ok the suspected components are a 18V zener diode at the left corner(marked D18) and a 20R resistor(marked R19) in the same area. Near that area there are 2 electrolytic caps of 1000UF if they look inflated or misplaced above the pcb you may need to...
Connecting 8024E it says:

Thanks for the good info, although in my case it won't work as the phones are not reaching the state where I can reset them. As for the display the backlite is OK as when connecting power it lights up for a second.
Since other people did something to these phones we are now trying to get the details. I think they tried to upgrade or to change to SIP from SCCP. No info yet. As for the factory reset, while holding down # key connect power and wait until the 2 line leds blink orange. Now release the # key and...
Indeed a strange situation, in any case the POE is OK I also tested them with external 48V PSU (Original Cisco) still the same i.e. the speaker led green and the display off. While monitoring the port the phone is not asking for any data/files...
