I figured out the issue. It seems that Norton Internet Security did not like the upgrade. I believe my http traffic was being routed to a proxy that was set up by Norton. Once I uninstalled Norton Internet security I was able to browse the web. Thanks for your help.

I have 4 exchange servers running in 4 different sites. NY, PHX, Tulsa, MN. Email can be sent from NY to Tusa and MN but not to PHX. PHX can go to NY. When sending to PHX from NY an immedite NDR is recieved. The ndr reads:
