It's been a while since I used Tivoli SQL Monitoring, but I had a similar issue and it turned out to be a DNS problem.

I went through the same scenario about 4 years ago. Our environment was a mess with DM, SWD, INV, NetView and TEC. I would suggest contacting your friendly Tivoli sales rep and see about getting Tivoli services in to help you sort things out, especially if you are using TEC. Good luck !
