newbi setting up routable ip

I surfed many sites before I came here and noticed there were no tables or descriptions of any type of exception errors, but I did find a bit on the % type error and the description of %Software-forced reload was pretty generic. So I’m at kind of a loss and was hoping someone could help me... -
