If I understand this correctly, are you trying to access the server from outside the local network Exchange--ISA--internet--You If you are, you need to publish your server: Servers and Arrays, Publishing, Server Publishing- bcaisse

migrating client PCs from Proxy Server 2.0 to ISA Server
The old Proxy client will allow the clients to browse the internet as long as the ISA server allows them. You can then update the Proxy client software to the Firwall client software at will.- bcaisse

Browsing on ISA server
Check your proxy settings on the ISA server. They should point to itself as the proxy server and use the 8080 port.- bcaisse
