To the best of my recollection, I believe that the only GPO is the default domain controller policy. Also, the only other DC on the Domain is a Win2000 DC and it doesn't show any problems. I will verify this on Monday morning.

We have a Windows 2003 server running Terminal Services. When I go into the control panel and click on add or remove programs, there is no option to "add new programs" or "Add/Remove Windows Components". The only option is "Change or Remove Programs
Mattwray, Great advise! the only part that isn't 100% is that anybody can open the the file that has been placed in the folder, and save it as another name. (plagiarism).

On the machine that you are trying to add the printer to, you need to create a new local port. The information that you enter for the printer name is the UNC path to the printer <\\computername\printersharename> That should do it as long as it is shared properly.
The permissions that are discussed in this thread seem to only affect MS Office. If you use Wordpad, the save process works fine. I would be very interested in finding a solution that would work under the Office applications.
