i may not have the correct answer, but could you not use an access list to grant access on port 3306. if it is applied to both inbound and outbound interfaces, all users should be able to access it no probmem.

i tried your suggestion. then we had a power outage, and the when the router booted back up, it went into rommon.
i have to indicate the image to boot off of, and initialize the interfaces and assign the ip addresses before tftp'ing the config file back and finally getting the router...
i have enough space, that its not much of a problem. i am just worried that if the router reboots that maybe it will try and use this flash instead of the correct one. below is the result from a show flash:
