On the other hand... I may have misread data recovery for disaster recovery.
But on the other hand again, data recovery should be embraced by disaster recovery (planning)! I hope I'm making sense!
It's not software, more just information, but it supports the creation of a plan from a template type perspective: http://www.yourwindow.to/business-continuity/
There's a lot there, but it covers building a plan from start to finish.

The most common approach these days seems to be to avoid over-engineering.... keeping it simple (which often pays when the really chips are down!). To this end, templates are frequently used. Some are poor, some however are very good.
The most well known is called The BCP Generator, documented...
There is actually plenty of stuff on the web. Unfortunately, much of it is chargeable.

http://www.yourwindow.to/security-policies/
This has hundreds (maybe thousands) of pages of security policies and explanations.
There is...
I'm not sure your boss knows what she really wants.
a) A Plan? You build one. You can use a template (eg: BCP Generator) software or just write one (if you knwo what you are doing)
b) A testing tool? How do you test a BCP with a tool? I guess the closest is an audit toolkit of some sort...
