Jakespeare is right about asking about the history of the HDD. On the other hand i will try listing as many possibilities that i have in my head that could possibly help...
1) NTFS on it, as previously said, but unlikely,
since fdisk sees NTFS properly, but cannot
do anything with...
WinME is bad OS, it has a very poor HDD management... (not to mention that it is unstable, unreliable, poor memory management, and so on) that is most likely why your HHD with ME failed while 98 still works fine...
Anyway, try connecting the bad drive as secondary (slave) drive, load win98 off...
the best solution is calling your HDD manufacturer, they usually can provide you with some funky driver that loads into your boot record and makes the whole drive visible to OS. I know that Maxtor and WD (western digital) were lewtting me download those drivers off their website some time...

The cables that i have are older cables pulled out of some old hypertower servers (about 3' in length, yes 3 feet)... so they will work for testing, but your speed might go down because of the cable age...
