Figured it out myself. The XP boxes had no password set, the 98 box had a password set. If you connect manually and type in the password, it worked fine. On bootup XP would only pass the bootup password (which is non-existant) to the 98 box and the 98 box would deny connection.

I've been extremely obsessed with compacting and repairing both the application and the data databases. I've seen the improvements that can come from that. I've never actually copied everything into a blank database, if time allows, I'll try that tomorrow.
