windows wont reopen on reboot

windows wont reopen on reboot
when I shut down windows98se with folders open, it used to reopen them on reboot, it has stopped doing so. I have recently installed the same version of windows on two different computers one reopens the open windows the other does not. any sugestions would be helpful. I cant seem to find any...- ChrisGB
