In the event you check this thread... the model 3550 we have is SMI which doesn't support bandwith rate limiting.

After I apply the policies... nothing happens. Traffic and data transfers of over 8G happen at the same rate. I even applied it just the way you have it... I realize that my 3550 is not running the latest IOS. I will upgrade and see if my applied policy works.... Also -- Where are you applying...
