Thanks for the response but I changed the power supply in one of the PE shelves and that did the trick, apparenly it was only the phones in that shelve that were having problems
I have a 61C Rls 4.5 and all digital sets(3900 series) rings continuously(solid ring) the phones can make and receive calls as normal. Any suggestions to solve this.

I have a Nortel CSE1000S System at one site and a Branch office with all nortel IP phones I need to configure a Cisco 3600 for QoS over a 1.5 frame link between these sites.(70% bandwidth for voice & 30% for Data.)
