Installed FALC in previously used DGTL slot. How do I unequip it as a DGTL and enable as a FALC?

When I install a new FALC on my Option 81C it show 32 channels even though it is only a 16 port card? It won't let me add a DN, shows UNEQ and red light on even after enabling it, stat shows 0 to 31 channels???
