    'Action Cancelled' message when PDF opens in IE

    Hi, I have a web app which displays PDF in an Iframe to the user. Some users with Win XP, SP2, NTL broadband connection, get an 'Action Cancelled' message where the PDF is supposed to appear.How do I solve this? I have tried disabling pop-up blocker, antivirus, Firewall & yet the problem occurs.
